Biblioteca
The rule, with its date and its source.
Laws, regulations, rules, treaties and the tariff, organized by unit (article, fracción, inciso) and versioned by the publication that changed them. You consult it with your COEX Academy account.
What it holds
Four collections, one reference.
-
Laws
Laws, regulations, general rules and their annexes, decrees and treaties, as a tree of units. Every unit keeps its versions and the publication that amended it.
-
Tariff
From the Harmonized System to the tariff line and the NICO: duties by origin and agreement, VAT, IEPS, non-tariff regulations, quotas and countervailing duties, with validity dates and the corresponding HTSUS view.
-
Glossary
Foreign-trade terms in Spanish and English, with the provision that defines them.
-
Interpretations
Court theses, precedents and rulings linked to the provisions they interpret.
Validity
Read the law on a date.
Choose a date and read the text as it stood that day. Compare two dates and see what was added and what was removed.
Every version names the DOF publication it came from and since when it applies, so a lesson, an answer or a lookup always says which date it refers to.

House rules
How we treat the texts.
- The published text is never altered. It is cited to its publication in the DOF or the corresponding source.
- Consolidated texts are non-official working versions. In case of any difference, the DOF publication prevails.
- Translations are labeled as non-official translations.
- We do not reproduce protected texts. The Harmonized System's Explanatory Notes and the text of the Incoterms® rules are not published; they are explained in our own words.
- Technical standards are linked. Mexican (NMX) and international (ISO, ASTM) standards are not hosted in the Biblioteca.
